Teqniq is searching for a Construction Service Manager to work in the public sector.

36 hours per week.

3 months contract.

09:00-17:00

Job Description:

Communications

Ensures communication and the sharing of data between internal and external teams organisations and networks so that more opportunities can be created and appropriate and timely checks and adjustments made to keep projects and programmes on track.

Leadership

Lead and guide your team to achieve the best possible outcomes in all undertakings.

Provide accurate technical advice and information as necessary on one or more areas of expertise within the service area.

Ensure that your own technical knowledge is effectively transferred to team members and colleagues that have limited technical knowledge.

As a member of the team, contribute to the development of the wider Service area and other relevant workforce plans and strategies, in line with workplace priorities.

Contribute to a highly motivated team that works together to achieve performance goals. Builds strong working relationships between the team, other teams within the service area and all services.

Technical/Operational

Assume full line management and development responsibility for the Project Support Officer and other surveyors that may be recruited to the team.

Undertake 121 and appraisal interviews with direct reports.

Monitor the performance of the capital and cyclical programmes against designated KPI’s and work with contractors to identify and implement action plans where performance targets is not achieved.

Develop the housing cyclical maintenance strategy and whole life costing model.

Manage the Cyclical Maintenance programme both operationally and financially.

Prepare consultants briefs and tender documentation, select, appoint and manage consultants to ensure effective service delivery. Develop, manage, monitor and assess performance indicators for all contractors and consultants.

Ensure that instructions, orders and invoice payments are correct and on-time and dealt with in accordance with workplace standing orders.

Attend various meetings to represent the R&M team.

Lead on resolving customer queries, contractual disputes involving building contracts, property leases, land ownership and disrepair in rented accommodation.

Assist in the design, procurement and project management of the workplace’s housing capital and revenue funded building and maintenance programmes.

Effectively manage and control works projects ensuring that schemes are delivered to expected standards on time and within budget.

Check and authorise orders, payment certificates and invoices.

Sign off final accounts on completed projects and check project files are complete ready for external audit checks.

Work effectively with clients to develop policies and procedures that deliver improved customer focused services for planned maintenance programmes.

As required undertake project tender evaluations.

Have responsibility for delivering the housing capital programme ensuring the timely delivery and adherence to budget.

Lead on the procurement and subsequent contract monitoring of consultants and contractors delivering projects.

Monitor progress of programmes on site.

To support/lead on housing development projects on HRA land eg Hidden Homes & extensions project.
