Job Title: Finance Manager
Location: Leicestershire
Reports to: CFO

£50,000 – £55,000 + LGPS Pension + Hybrid Working (3 days on-site)

Key Responsibilities

Budgeting & Planning: Prepare and monitor annual budgets, capital programmes, and the Medium-Term Financial Strategy; produce financial reports for senior leaders and governance committees.
Financial Accounting & Compliance: Deliver accurate statutory accounts and returns; maintain key controls (e.g., bank reconciliations, asset register, treasury); liaise with auditors to ensure compliance.
Exchequer & Transactions: Oversee payments, payroll, pensions, procurement, and VAT compliance.
Leadership & Development: Manage, support, and develop finance staff; implement performance measures and ensure business continuity.
Advisory & Representation: Provide financial advice to senior managers, represent the finance function internally and externally, and deputise for the Head of Finance as required.

Person Specification
Qualified accountant with full professional membership.
Significant experience in financial management within a Public Sector organisation – not constricted to local government, can be any organisation in receipt of public funding.
Strong technical knowledge of accounting standards, treasury management, and financial systems.
Demonstrable experience of leading and developing teams.
Excellent communication and stakeholder management skills.
