Responsible for efficient, end-to-end delivery of the Council’s Vehicle Crossover programme, managing domestic and heavy-duty crossover requests from application through assessment, consultation, implementation and close-out, ensuring quality, safety, value for money and excellent customer experience.

The role

Lead the assessment, design coordination and installation of vehicular crossovers (dropped kerbs/footway crossings), ensuring compliance with the Council’s New Crossover Policy, Highways Act and relevant codes.
Undertake preliminary site surveys, record dimensions, street furniture, road markings/signs, and support preparation of construction drawings and method statements.
Coordinate internal/external consultation, meet stakeholders and residents, and provide accurate, timely responses to enquiries, FOIs and complaints, including Ombudsman escalations.
Supervise sites, monitor contractor performance, raise task/works orders, measure works, review payment applications, certify valuations, agree variations and final accounts.
Drive programme delivery to agreed time, cost, quality and probity, contributing to team plans, performance reporting, risk management and continuous improvement.
Deputise for the Highways Delivery Manager and represent the service at relevant meetings.

Key responsibilities

Site surveys, technical assessments and design coordination for crossover schemes.
Works ordering, cost measurement, payment certification, variations and final accounts.
Contractor and supplier management; ensure adherence to customer care standards.
Stakeholder engagement across internal Council teams, residents, Members, utilities and partners.
Compliance with H&S, quality and environmental requirements, including CDM 2015 and RAMS.
Programme and KPI delivery, including 10-day application turnaround and PADA objectives.
Accurate records, reports and performance data; contribute to audits and contract reviews.

Essential qualifications and experience

HND/Degree (or equivalent experience) in Civil Engineering; significant highways design/delivery experience.
Strong knowledge of highways maintenance/improvement techniques and minor works delivery.
Proven experience in site supervision, measurements, works orders, payment certifications and cost control.
Working knowledge of NRSWA, TMA 2004, Safety at Street Works and Road Works Code, CDM 2015, and Council Standing Orders/procurement.
Proficiency in Microsoft Office (Excel/Word/Outlook) and Microsoft Project; familiarity with CAD/GIS advantageous.
Valid UK driving licence and ability to access a variety of sites/rough ground; flexibility for occasional evening meetings and out-of-borough travel.

Desirable

Chartered or Incorporated Engineer (CEng/IEng) and membership of ICE/IHE/CIHT; evidence of CPD.
SWQR (NRSWA Supervisor/Operative), CSCS, SMSTS/SSSTS, IOSH/NEBOSH, First Aid.
Experience with NEC contracts, Street Manager/EToN, council procurement and public consultations.

KPIs

Residential crossovers: 10 working days from application receipt to quote/refusal or relevant communication.
Delivery of agreed PADA objectives and service SLAs (time, cost, quality, customer satisfaction).

Safety, health and environment

Implement service risk management plans; complete risk assessments and safe systems of work.
Ensure suppliers and subcontractors comply with safety legislation and Council policies, including CDM 2015.
Participate in required H&S training; promote a strong safety culture.
